 In these circumstances, no country has the right to behave in terms of national self-interest, because ultimately it can lead to the destruction of humanity. On the contrary, all countries should develop and strictly follow the international standards of fairness of water and water ethics.
 Under present conditions a quarter of the world's population experiencing water scarcity, more than 1 billion people worldwide lack access to clean water and are projected to the same people in 2025 will live in "absolute water famine." According to the World Water Council, in 2050 approximately two thirds of the world population will face shortages of fresh water and humanity today must take action to protect them from these deadly risks.
 We are in the practice of water management agreement with an understanding of water safety, which to date has developed in preparation for the second Water Summit Asia-Pacific Water Forum (which includes our sub-region), which will be held in February 2012 in Thailand - one month before the 6th World Water Forum. This understanding is formulated as follows: "the state provided water security, if it runs stable of available water resources and water services to address five goals:
 -Satisfaction of communal needs in water and sanitation at the end-user;
 -Creation of productivity in agriculture and industries;
 -Intensive development of urban areas and cities;
 -Maintaining a healthy rivers and ecosystems;
 -Building a society adapted to the changes.
